Obtaining a Badge for Access to GSFC
To all SESDA staff -- As a consequence of a recent presidential security directive ("HSPD-12"), all GSFC civil servants and contractors are being rebadged. It is now SESDA's turn. This is a multi-stage and occasionally complex process, so please read this email and the referenced documents CAREFULLY. I am not kidding: if you mess up it is going to cost you a lot of time and effort -- in particular, the effort of filling in an awful lot of forms twice instead of once. This email is a heads-up that, in the next few days, you will be receiving notification to take some action depending on which category of staff you are (more on that in a moment). Do NOT take any action until you receive that notification. This is informational only.
There are essentially three categories of staff:
(1) Remotely-located employees and foreign nationals with temporary badges You do not have to take any action at the moment; Center administration is still sorting out how to handle those cases.
(2) Regular staff with NAC-I black badges: You will receive notification directing you to bring identification to Security, at which time you will receive a *temporary* new badge. (You will receive further instructions later for your permanent badge.) Please see the "I9docs.pdf" file to see what sort of identifcation you will need to bring. Passports or Green Cards are ideal; failing that, you can use a driver's license plus either birth certificate or Social Security card.
(3) Regular staff with green badges and NAC black badges: You get to have the most fun of all. First, it is imperative that you read the attached "EQIP-How-To" document, because it will instruct you how to fill in the required online form for your new badge. Do not think that the online form is self-evident and that you can wing it: it isn't, and you can't. The online form is, frankly, pretty detailed and intrusive, and it is critical that you fill it in correctly -- including correct format where needed -- in order to avoid having to do it again later. There are a couple of traps that people fall in to, most notably GSFC's address: you must fill it in as 8800 Greenbelt Rd, Greenbelt, MD 20771. This is all laid out in the attached "How-To".
Within the next few days you will receive an email from Jamee Serago telling you which category you're actually in, and what you should do next. Black badge holders cannot otherwise tell whether they are NAC or NAC-I, so if the email directs you to EQIP, you are NAC. Current or former security clearances do not affect this. If you need to use the EQIP online form, it will direct you to the URL. Please wait for that email.
Goddard is on an aggressive schedule to rebadge all 9000 contractors and civil servants over the next 7 months. Do the math: that is 300 people per week. SESDA has 300 people, so guess what: we have been given one work week to do the paperwork for everyone on SESDA. The clock starts ticking on Monday, March 26 and everyone who needs to fill in the EQIP online form must have done so by the close of Friday, March 30. Exceptions will be made for people who are on travel or out sick, but otherwise, failure to meet the deadline puts your badge at risk. Yes, they mean it.
Please make sure that all of your SESDA II coworkers know about this. Depending on need, I may also call an all-hands meeting next week to push the process along and answer questions. Thanks in advance for your cooperation. Let's make SESDA II an example for all the other contracts at GSFC!
